In the process of awarding the project to the next low bidder, Railworks - Construction schedule to start in April. May be - Project 3 – PV Hooper Branch ($39M): Hooper to Winona/Winona to St. John - Design – Started PS&E development, working toward 60% design. - 2024 CRISI Grant – Phase III - Project 4 – CW Branch ($58M): Davenport to Wilbur - FRA reviewing documentation for obligation (Submitted 10/29). - 2026 CRISI Grant – Phase IV - Project 5 – CW Branch ($40M): Wilbur to Hanson - 17-mile improvement project - Waiting for NOFO announcement - Estimate complete and working on 30% Preliminary Plans - BLPI/WIMRY Update - Currently 2 trains a month (approx. 20 to 40 cars) - BLPI/WSDOT operating lease agreement - Met with BLPI on 1/28 to discuss comments. Met with AAG on 1/30 to review and address BLPI’s comments. Sent an updated draft to BLPI to review on 2/3. Working through one issue in the Terms and Conditions section. - RRB1233 Amendment 7 – Lease Property Revision: Meeting with SS&P on 1/16 to finalize amendment language for execution - SS&P and WIMRY will amend their Interchange Agreement while WIMRY is getting STB approval after the BLPI/WSDOT operating lease is executed. - Siding Issue on the CW Branch - Several derailments in the past two months on CW Branch sidings at Hite, Reardan, and Davenport. - Hite siding was closed by FRA in January. - Jaguar’s corporate inspector provided a list of issues that need to be addressed and closed the Wilber siding. - Ties and surfacing would help resolve the gauge issue. Scheduling a workshop with HighLine and WER in late March/April to discuss the issues, subleases, and develop a short and long-term strategy. - Palouse SR 27 rail crossing and retaining wall status update. - Rail Crossing – HQ Traffic Office has provided a preliminary estimate for camera/radar and lidar detection equipment at the crossing and advanced warning light north of the crossing along SR 27. Equipment will cost between $90,000 - $135,000. Eastern Region Traffic Office is reviewing the quote and equipment. - Retaining Wall – No update. Bridge Office will evaluate and develop a wall condition report in the spring to determine the structural integrity, as well as provide options and costs for fascia repairs. - LaCrosse Bunkhouse - WSDOT sent Kara Riebold an offer letter for this property on 12/17/25 - Kara requested a right of entry permit to perform a Phase I Environmental Site Assessment to establish a baseline prior to Port ownership, so that any cleanup could have access to funding support. - WSDOT issued ROE permit on 12/18/25. - PCC Priority Bridge Replacement Plan - In the process of executing a task order to inspect and develop a priority plan to replace or repair bridges system wide. - Continue to leverage MWF state funds to pursue federal grants for railroad bridge improvement projects. - Spokane County Coulee Hite Railroad Crossing Safety Project - GCC 1331 Construction and Maintenance Agreement is ready for signatures this week. - Crossing Sign Replacement – - Currently evaluating sign reflectivity and replacing sub-standard railroad crossing signs. Includes crossbuck, yield, stop, and ENS signs, as well as, reflective strips within railroad right of way. - PV Hooper sign upgrade is complete.
