Construction will start on May 15th. - Project 3 – PV Hooper Branch ($39M): Hooper to Winona/Winona to St. John - Design Update – Started PS&E development, working toward 60% design. Looking to add $10M to this project due to projects 1 and 2 being underbid. - 2024 CRISI Grant – Phase III - Project 4 – CW Branch ($58M): Davenport to Wilbur - FRA completed Attachment 2 review last week. WSDOT submitted updated draft yesterday. - Expect to be obligated in the a month or two. - WSDOT submitted Attachment 2 to FRA for review in November 2025. - 2026 CRISI Grant – Phase IV - Project 5 – CW Branch ($45M): Wilbur to Hanson - 19-mile improvement project - Waiting on NOFO announcement. Division’s GEC, HNTB, will be drafting the application. - Paul Katovich (HighLine Grain CEO) is reaching out to stakeholders for financial and letters of support. - Estimate complete and working on 30% Preliminary Plans - BLPI/WIMRY Update - RRB1233 Amendment 7 – Leased Property Revision - Executed last month. - BLPI/WSDOT operating lease agreement - Executed last month. - WIMRY will submit the executed agreement to STB to be an approved operator in Washington. WIMRY’s attorney is preparing to submit to STB. Typically, it takes 30 to 45 days for approval. - SS&P/WIMRY Interchange Agreement - SS&P and WIMRY are working on amending the interchange agreement. - Colfax Noise Issue – WATCO Rail Yard - Siding Update (CW Branch) - Siding derailment in Davenport, April 1st. - Ties and surfacing would help resolve the gauge issue.
