Records I have received indicate that these matters were discussed by the Public Works Committee on multiple occasions and that a City document titled “Next Steps for Appricus request” contemplated an “Executive Session with Council.” I am trying to determine what meetings occurred, how they were noticed, who attended, and whether any executive session occurred and, if so, the statutory basis announced for it. Please preserve and provide the following records for January 1, 2026 through the present: 1. All notices, agendas, minutes, recordings, attendance records, sign-in sheets, and meeting materials for Public Works Committee meetings or other City meetings involving Apricus Energy Partners, Big Rock, a data center, or proposed reclaimed-water service. 2. Specifically, all such records relating to meetings or discussions occurring on or around February 9, April 20, June 8–10, and July 6, 2026. 3. The ordinance, resolution, council rules, policies, or other records establishing the Public Works Committee and describing its membership, authority, duties, or delegated powers. 4. Records showing when and where notices/agendas for the above meetings were posted, including website posting records or timestamps. 5. All calendars, meeting invitations, Teams/Zoom invitations and logs, and attendance information relating to those meetings. 6. All emails and text messages between members of the Public Works Committee concerning Apricus, Big Rock, data centers, or reclaimed water during this period, including communications sent before, during, or after committee meetings. 7. For any executive session concerning Apricus, Big Rock, reclaimed water, the feasibility study, negotiations with the developer, or related matters: * date and time; * attendees; * agenda; * the statutory basis cited under RCW 42.30.110; * the public announcement of the purpose and expected duration; * start and end times; and * any subsequent action taken by the Council relating to the subject discussed. 8. Records concerning the proposed approximately $157,600 reclaimed-water feasibility study, including consultant selection, contracting/procurement, authorization, Apricus funding or reimbursement, Council approval, and any agreement regarding control of the study or its scope. This request is also intended as a preservation notice for responsive emails, text messages, calendars, meeting records, recordings, and other records that may bear on whether City business was discussed by a quorum outside a properly noticed public meeting.
