Hi Commissioners Jordan and Waldref,
First, I would like to thank you both for taking the time to wade into the dense but crucially important world for planning policy and development codes, we really appreciate your commitment to making housing more affordable and accessible across our community.
As it turns out, the conversation is very timely as a draft of the County's zoning code updates was just released (attached) and will be reviewed by the plan commission tomorrow and I belief the BOCC will be briefed on the draft this upcoming Monday June 1st.
certain middle housing types. We have a collection of concerns about the current released draft and would like to see much more middle housing friendly dimensional standards that I'll list below.
-no minimum lot size
-no street frontage requirement
- no minimum lot width ( other than if garage faces a public street then garage cannot exceed 60% of front building facade)
-site coverage of not less than 65%
-building height of 45 feet
-Front yard setback not more than 20 feet (front parch can encroach up to 8 feet
-rear yard setback back not more than 10 feet (but 5 feet from face of garage)
-side yard zero or set by building code fire separation standards
-allow up to 6 plex on any lot
We have shared these concerns with Director of
Planning Chesney and intend to be in dialog with the planning department and planning commission throughout this process. Seeing as we had just discussed in detail how codes can make or break the ability to build ownership ready, affordable, middle housing,
this felt appropriate to share. Additionally, as more and more growth is expected in the unincorporated county inside of the Urban Growth Area, the Spokane County development code is becoming the most impactful development code for housing in the region. Making
sure that the code works for affordable, ownership ready; middle housing is incredibly important.
