To the Spokane County Board of Commissioners, I am writing to express strong opposition to granting a permit for the proposed AI/data center in Spokane County until full, transparent, and independently verified information is provided regarding its water and electricity consumption. Spokane County is already experiencing drought conditions, declining well levels, and ongoing contamination concerns within the Spokane–Rathdrum Prairie Aquifer. This aquifer is a sole‑source drinking water supply for more than 600,000 residents. Any additional industrial draw must be evaluated with the highest level of scrutiny. Data centers of the size being proposed typically consume 500,000 to 5 million gallons of water per day for cooling. That level of extraction potentially hundreds of millions of gallons per year poses a direct threat to the long‑term stability of our aquifer and to the households who rely on it. Additionally, these facilities require extraordinary electrical capacity, often equivalent to tens of thousands of homes. Spokane’s grid is already strained, and ratepayers should not be expected to subsidize new substations, transmission upgrades, or peak‑load costs for private corporations. Before any permit is considered, the County must require: - A complete and public accounting of projected water use - A full environmental impact analysis on aquifer drawdown - Disclosure of wastewater discharge volumes and treatment plans - A detailed assessment of electrical demand and grid impacts - Public hearings with adequate notice and accessible participation - Enforceable limits on water and power consumption Spokane residents should not bear the environmental and financial burden of a project that offers minimal local benefit while extracting enormous public resources. I urge the Commission to place the protection of our aquifer, our water security, and our ratepayers above the interests of outside corporations.
