AI research shows that 25% to 30% of the planned large data centers in the USA are building their own power generating systems and not requiring power from the local community. Spokane and State of Washington do not have unlimited resources and building new additional power systems on the public grid would cost everyone more money. I believe new data center should be required to build and operate their own power generating systems at their own expense and not be subsidies by the public. Data center power generating systems should also ideally be solar/wind with battery storage so as not to draw on existing hydro power or natural gas supplies.
