As this is a new/emerging issue we have not developed zoning and development codes for data centers but have been anticipating it becoming a key topic on our many zoning projects. We are currently developing a new code for Pasco and the City Council just passed a moratorium https://www.tri-cityherald.com/news/politics-government/article316598736.html . I also have experience as Planning Director with permitting and oversight for a major IBM chip (it's now a different owner) manufacturing plant in Essex Junction, VT which has similar issues particularly as employment has declined significantly. I also checked with one of our frequent partners who leads one of the top national code firms and they have not been brought into this issue yet despite doing several codes for major cities. We could facilitate a policy discussion on this top for the City but would want to include ECOnorthwest as they recently completed a study on data centers for Oregon https://www.oregon.gov/energy/get-involved/Documents/2026-07-31-ECONW-Understanding-Data-Center-Industry.pdf . It might be helpful to have an expert on data centers in general in terms of the building and energy use/impacts (SSG potentially) but Framework could address zoning and standards (which is timely based on the other code work in progress).
