John, I will leave the presentation at City of Spokane Valley, up to Chud-Sheriff Nowels, and Preston McCollam. I feel that my efforts were affirmed and finished at the March 19th HUD meeting. I have offered HUD unlimited access but will no longer support governments that continue to ignore science. My biggest disappointment in the MOU process is with the City of Spokane Valley and the County of Spokane. Both jurisdictions, I believe agree with HUD and with the MOU but due to weakness of political will have ignored the statistics that were provided at the March 19th meeting. I have heard many excuses but there is no excuse for leaving people to die on our streets. Every day that the City of Spokane Valley and the County bend the knee to the City of Spokane is another day that people are dying. History will be the judge. I feel those that have compromised and hid from facts will be judged harshly. There is one fact and statistic that cannot be ever questioned, the cold, dead, bodies at the ME. Sheldon, Thanks for sending your email as it helps to clarify the purpose and intent of the MOU. I heard about this MOU request indirectly through a couple of councilmembers and Sheriff Nowels, but it was never articulated to the City of Spokane Valley how this effort was connected to any potential shift in the federal approach to homelessness. I briefly spoke to Chud a few weeks ago and mentioned that a delegation from the City will be traveling to DC for our annual trip to visit our federal partners. We will be meeting with The White House Intergovernmental Affairs and HUD during that trip and hope to gain information to better inform the Council on the upcoming federal changes on this subject. We appreciate the invitation to the meeting on the 19th as it will help us prepare for our DC visit and to better understand how these changes will impact the Spokane region. I request that Gloria Mantz of our staff receive an invitation in lieu of Deputy City Manager Erik Lamb as Gloria oversees the City’s homelessness response. The City of Spokane Valley’s cautious approach on this topic is due to a lack of understanding of who’s behind the effort and what does it hope to accomplish. We have received no influence from any of the City’s regional partners, although my observation is that Spokane and Spokane County share our lack of clarity on the subject. This City would be happy to host a presentation from yourself or any of the other proponents of the MOU on April 7th, April 21st, or April 28th at one of our regular Tuesday night meetings that begin at 6:00pm. Please let me know if you would like to present at one of those meetings to inform the City on the purpose of the MOU. I look forward to meeting you on the 19th. Thanks, John Hohman City Manager

[EXTERNAL] This email originated outside the City of Spokane Valley. Always use caution when opening attachments or clicking links. Good morning, Due to the work, we have done trying to help Spokane County jurisdictions move towards treatment first with our MOU, I was tasked with providing a list of names to an Invitation only HUD event on March 19th. There are only three jurisdictions in the County of Spokane that have not approved the MOU. We knew that the City of Spokane was going to be difficult but did not think that Spokane County and the City of Spokane Valley would be a problem. My thoughts are that you are being pressured from the City of Spokane to not sign onto the MOU. You six were on my list for the event on the 19th. My list is just suggestions; HUD makes the final choices and will provide the Invitation by email. If you have received an invitation, the invitation is for you only and cannot be transferred. All the Mayors of the jurisdictions that signed the MOU were invited. The goal of the MOU was to get ahead of the transition to treatment and collectively work together as a community, not individual jurisdictions. I believe that this meeting will explain what we can soon expect. It was our hope that you would have signed onto the MOU prior to the meeting to show support. I look forward to seeing you at this event if HUD provides an Invitation. There is one more important part of the event. I have worked with Andrea Suarez of We Heart Seattle over the past year, she is probably the most important service provider in Seattle concerning the Homeless, Drug Addicted, and Mentally Ill unsheltered. Her organization has over 50,000 volunteer hours in the Seattle area. Through my work with her, I was able to get Andrea an invitation and am paying for her and another to fly to Spokane for this meeting. I have reached out to the DSP, SBA, DWD, Safe and Healthy task force, Hello for Good, and others to see if they would like to meet after with Andrea. If you would like to meet with her, please let me know. We can either ask the Sheriff to stay after or move to another location.
