Please accept this formal written public comment for the permanent record of the Spokane
County UGA Amendment DEIS process. The attached document package is submitted prior to
the July 3, 2026 noon deadline.
I am copying the Board of County Commissioners and the Deputy CEO’s office because this is a
matter of public record and I want all decision-makers to have the same information
simultaneously.
The comment documents a straightforward concern: parcel 55213.0306 at 805 South Henry
Road, Greenacres, meets all four required criteria and three of four optional criteria under the
Alt-2 Criteria Memo methodology — yet it does not appear in the 96-parcel evaluation record. A
letter of interest was filed on March 5, 2024 — more than two years ago — demonstrating
sustained, documented engagement with this process from its earliest stages. In October 2025,
you confirmed in writing that the parcel would be reclassified and would appear as green on the
updated map. This has not been done.
I attended the June 8 open house and observed the staff notation on the display map indicating
that the neighboring parcel — currently under evaluation — has an unresolved road access
problem. My parcel provides the engineered solution to that exact problem via the planned 8th
Avenue extension, with Henry Rd widened and intersection curbing already installed at the property entrance.

I respectfully request a written response by Friday, June 13, 2026, confirming when and how
parcel 55213.0306 will be individually evaluated and entered into the public record. This concern
has been raised in writing since October 2025. If I have not received a response by June 13, 2026, I
will follow up directly with the Board of County Commissioners and the Deputy CEO’s office prior
to June 17.
I will be traveling internationally from June 18 through July 3. The DEIS comment deadline is
July 3 at noon. I am submitting this comment now to ensure it is in the record before my
departure. If this matter remains unresolved upon my return, I intend to consult with a land use
attorney regarding the county’s obligations under the Growth Management Act.
