Mr. Kerns, There is a discussion going on I hope you've been advised of, but in the oft chance it has not reached your office I have attached several documents laying out the proposal. It is long and complex for the uninitiated, but all elements are practical, proven by prior experience, and for our region the timing is now. In brief, it accomplishes three major elements - 1) local control of energy policy 2) facilitates and funds necessary environmental action & 3) stimulates the regional economy with an infusion of $800+mil annually with no new taxes. The concept will benefit all, harming none if negotiated in good faith with the people's needs paramount in the solution. I'd be delighted to discuss and answer questions. This is a good faith effort that to date has not been refuted by any of the many who have had a chance to engage. The first step should be a full feasibility study to provide expert objective confirmation of all elements and how they may impact the many who will be affected. Respectfully, John John S.
