Good Morning, Board of Health Chair and Members, The 2026 Legislative Session is in full swing, and WSALPHO has been working hard on our budget priority: maintaining funding for Foundational Public Health Services (FPHS). We hope that your Board of Health will join us in supporting this effort. Your voice as local health leadership is critical to highlighting the importance of FPHS funding to your community. Quick summary: - The Governor's Budget proposal includes an additional $29 million of ongoing reductions to FPHS. This would be in addition to the $12 million reduction already passed last year. - Additionally, there is a projected shortfall in the FPHS Account of $21 million. This shortfall is expected to continue into future fiscal years. - These two reductions to FPHS bring the total reductions to nearly 40%. As local health jurisdictions receive the majority of FPHS funding (70%), maintaining this funding is critical in the service and programming for our communities. I have attached a draft resolution, with the hope that your Board will consider passing one at your next meeting. Your LHJ director and policy staff have also received additional messaging and talking points that can be used in other advocacy your LHJ and Board of Health may undertake.
