James, The City of Airway Heights Public Works Committee, made up of three councilmembers met on the 9th to discuss the potential of serving reclaimed water outside the City’s jurisdiction. Councilmembers were made aware, and as you know, the City of Spokane is the controlling jurisdiction for providing water to the parcels that Apricus Energy Partners have an interest in. The conversation with the committee was to walk through a “what if” scenario if the City of Spokane waived its rights to serve water, how would councilmembers like to proceed. Councilmembers reviewed both the City’s relevant Municipal Codes to understand current policy and the City’s existing Reclaimed Water System Plan. Some of the relevant Code state the City’s purpose includes, ‘Developing and utilizing reclaimed water (to) reduce the need for additional potable water.’ (13.10.010). Section 13.10.020 also states, “…reclaimed water shall be used within the jurisdiction…”. The Reclaimed Water System Plan has been in place for over 10 years which has been the basis for moving users of potable water for non-potable use to reclaimed water use. The Plan in conjunction with current policy has had the intended outcome of maximizing potable water availability for City growth. The Plan identifies several actionable items, many of which have been achieved to date. The Reclaimed Water System Plan does not currently address serving reclaimed water outside of the City’s jurisdiction. Councilmembers had several questions about how Apricus’ request would impact our current plans, they also had questions about the amount of water being requested. At the end of the discussion, Councilmembers requested that a representative from Apricus come and present the project and the request for reclaimed water. If you could give me your availability to meet with the committee, I will work with Albert to set up the meeting. Also, please let us know if you would you like to meet in person or virtually? We are set up to do either. Regarding my work with our consultant, as I mentioned above, all our current plans focus within the City. Water availability and quantity is tied to City of Spokane’s approval, Council direction and the completion of the City’s 2nd reclaimed water tank which is slated to go to construction in 2026. The 2nd tank is expected to be operational by 2027/2028. At that point the City will have its full capacity to serve. We appreciate your patience while council committees were being established.
