Site Commissioners, I’m continuing to review the publicly available records concerning the approximately 514 acre proposed hyperscale data center project on the West Plains, and I came across something I’m hoping the County can clarify. In the December 11, 2025 Alternative Two analysis, parcel 14122.9020 was designated “No Critical Areas.” However, when reviewing Spokane County’s current GIS Critical Areas mapping, there appear to be mapped wetland/wetland-associated features on or immediately adjacent to this parcel. This is especially concerning when looking at the proposed site as a whole. The County’s mapping appears to show multiple wetland features across or near parcels associated with the approximately 514 acre proposed facility. I understand that GIS mapping alone does not constitute a formal wetland delineation, which is exactly why I am asking: Please explain why parcel 14122.9020 was designated “No Critical Areas” in the December 11, 2025 Alternative Two analysis when Spokane County’s current GIS Critical Areas layers appear to depict mapped wetland/wetland-associated features on or immediately adjacent to the parcel. Please provide the data, study, wetland determination, delineation, or other analysis relied upon in making the “No Critical Areas” determination. I would also appreciate clarification regarding the larger proposed project area. I have searched the publicly available records but have not been able to locate a wetland delineation, wetland rating, critical-areas report, wetland mitigation plan, biological assessment, SEPA environmental checklist, SEPA threshold determination, or EIS for the proposed hyperscale facility. County planning materials also identify several parcels associated with this property as having an “Interest Letter,” including parcels within the Sam Lee & Associates acreage. County records identify a 2025 Comprehensive Plan submission involving approximately 474.57 acres owned by Sam Lee & Associates, submitted by Michael Lee, with an additional submission involving parcel 14122.9022 associated with Dwight Hume/Land Use Solutions. Given the size and intensity of the proposed development, I think the public deserves a clear understanding of what environmental review has already occurred, if any. If any wetland delineations, critical-area determinations, environmental studies, consultant reports, or related correspondence already exist for these parcels or the proposed development, could you please direct me to where they can be viewed? I’m not making the assumption that the GIS layer establishes the final regulatory boundaries of these wetlands. I’m asking why County records appear inconsistent and what information the County relied upon when determining that at least one of these parcels had “No Critical Areas.” Thank you for taking the time to clarify this. I would appreciate a response, as I have not received one for the previous emails I have sent regarding this proposed project, and that concerns me, because this is not going to away by ignoring constituents.
